Annotation:

Annotation is text set in a drawing that defines a component or line. It also displays the features or tag data of an element or line. Elements and lines do not need to have tag data before you annotate them.

For example, you can annotate an object with its size, manufacturer, and so on. In Revit, Annotation is to use objects.

Generic Annotation signifies a symbol which may either static graphical information or contains a label (description).

Annotations get dynamically sized when you add those annotations to a component. The annotations interconnect the properties of the element or line. If the data of the elements get change, the annotation also receives updates respectively.
